Ask the Expert: Prioritizing and Problem-Solving About Justice and Behavioral Health in Collaborative Teams

This Ask the Expert session will feature Kevin O’Connell, a researcher and consultant working in county cross-agency planning by putting data to work in problem-solving. He will walk participants through an approach for prioritizing often interrelated justice and behavioral health efforts in building a common strategy for cross-agency collaboration. The session will cover an approach for developing and prioritizing projects in transparent ways focusing on key county priorities, project risk, and complexity.
Using an example from mental health diversion, Kevin will then show how a county can define a problem, develop a shared understanding of the problem, and plan a successful process improvement event in a way that can be replicated with other projects, moving from idea to shared problem-solving to measurable actions and implementation tracking. Attendees will have the opportunity to ask about these topics and about their own examples and how these approaches can improve Stepping Up group priorities as well as program sustainability.

Ask the Expert: Using Problem-Solving and Root-Cause Analysis for Competency Process Improvement

This Ask the Expert session will feature Kevin O’Connell, a researcher and consultant working in county cross-agency planning by putting data to work in problem-solving. He will walk participants through an approach for how to address the “root cause” of incompetency to stand trial from a legal, behavioral health, and housing perspective and then find areas for improvement or focus as a planning tool. When someone is no longer able to participate in their own defense related to their behavioral health needs, incompetency often leads to extended periods of incarceration and hospitalization to “restore” someone to be able to face charges. Participants will learn how to collaboratively develop a root cause concept, turn two issues into problem statements, and then develop these into a planning matrix using the plan, do, check, act planning model.
Assembling strategy and ideas will help participants develop their own local plans for competency to stand trial but also leverage the approaches more generally to start with a challenging problem and progress toward improvement. Attendees will have the opportunity to ask presenters about these topics and about their own examples and ways these approaches can improve Stepping Up group priorities as well as program sustainability.
